WHAT: Assessing Whether VA is on Track to Successfully Implement Appeals Reform

BACKGROUND: During this hearing, the committee will discuss the Department of Veterans Affairs’ (VA) progress towards implementation of the Veterans Appeals Improvement and Modernization Act of 2017. Specifically, they will examine whether the department’s Rapid Appeals Modernization Program (RAMP) and the Board’s Early Applicability of Appeals Modernization (BEAAM) program are effective predictors of veteran participation in the new system and reducing the backlog of pending appeals. The committee will also discuss VA's comprehensive plan, including the February and May updates; the metrics and goals to monitor the success of RAMP, BEEAM and the new appeals system; VA’s timeline for drafting and publishing the regulations and forms necessary for appeals reform; and the strategy to allocate resources and personnel between the new and legacy appeals systems.
