First to speak on  human medical research was Dr. Greg E. Koski, M.D., above right, Director of the U.S. Department of Heath and Services' Office of Human Research Protections.  The second panel was headed by Victor S. Rezendes, center, Assistant Comptroller General of the U.S. General Accounting Office (GAO).  He was accompanied by Cynthia A. Bascetta, foreground, Associate Director of the GAO's Health, Education and Human Services; and Assistant Director Bruce D. Layton.
Rep. Terry Everett (R-AL), Chairman of the VA Subcommittee on Oversight and Investigations, exchanges pleasantries with the Subcommittee's Ranking Democratic Member, Rep. Corrine Brown (D-FL).   The two Subcommittee leaders noted that they were holding their last hearing of the year. A Department of Veterans Affairs panel was headed by Dr. Thomas L. Garthwaite, M.D., third from left, Under Secretary of Health.   To Dr. Garthwaite's left are Dr. James P. Bagian, M.D., Director of the National Center for Patient Safety; and Dr. John R. Feussner, M.D., Chief Research and Development Officer.  In the foreground is Dr. John H. Mather, M.D., Chief Officer of the Office of Research Compliance and Assurance.
